The Constitution of India recognizes the Panchayats as 'Self-government institutions'. There are 2.51 lakh Panchayats in our country, including 2.39 lakh Gram Panchayats, 6904 Block Panchayats and 589 District Panchayats. There are more than 29 lakh Panchayat representatives. Under the 14th Finance Commission for the 2015-20 period, for setting up of physical and social infrastructure projects in villages, more than Rs. 2 lakh crores are being allotted to Gram Panchayats for 5 years.


Though the Panchayati Raj Institute has existed for a long time, it has been observed that these institutions have not been able to achieve the status and dignity of the body of the viable and responsive people due to various reasons, including the absence of regular elections. Inadequate representation of weaker sections like super sessions, scheduled castes, scheduled tribes and women, lack of power inadequate deviation and lack of financial resources.


The Constitution (73rd Amendment) Act, 1992 which came into effect from 24th April, 1993 has given constitutional status to Panchayati Raj institutions. This date is thus a crucial moment in the history of decentralization at the grassroots level of political power. The effect of the 73rd Amendment in rural India is very visible because it has changed the power equations irreversibly. Accordingly, the Government of India decided in consultation with the states to celebrate April 24 as the National Panchayati Raj Day. This monument is being anchored by the Ministry of Panchayati Raj. National Panchayati Raj Day (NPRD) is being observed from 2010 to 24 April.
